For instance, low weight is crucial for tight city traffic, but it can work against you on the highway when a heavy truck passes beside you. Or low-end punch can be fun on the street, but it can be irritating if the gearing is short and freeway speeds stress out the engine. Thus, picking a cruiser that does both can be quite difficult.

Luckily, though, 2026 has plenty of examples that promise to do both of these things well. We’ve tried to focus on bikes that have luggage, comfy saddles, and wind protection as standard, along with enough oomph to sit at freeway speeds. These touring bits are removable on most bikes, which means they can be stripped-down to be more city-friendly. Let’s dive in.

In the lineup, the Celestial variant takes things up a notch. This is thanks to the touring-friendly bits like a windscreen, a single-piece touring seat with pillion accommodations, and a pillion back rest. A dual-tone color scheme is included, too.

Sweetening the pot is the highly tractable 648cc parallel-twin powerhouse. Having experienced it, we can confirm that this mill is equally poised at city and freeway speeds. Vibrations are low, and there is punch all over the rev range, thanks to the 270-degree crank layout.

Kawasaki Vulcan 900 Classic LT

Compared to some other bikes here, the Vulcan 900 Classic LT is straight-up ancient. But that also means this is a really proven platform. The ‘LT’ in its name hints at its light touring abilities, evident from extra equipment such as the transparent windscreen and studded leather saddlebags. The seat is also different from the base model to boost comfort, and the rider gets floorboards (a rarity in this price bracket).

The Rebel 1100T follows the same recipe as the Calibro Bagger. It is based on a cruiser platform, but brings touring-friendly bits (fairing and saddlebags) for added comfort. A special shoutout also goes to the six-speed DCT. This is a segment-first feature, which does the gear shifting for you.

So both crawling speeds in the city and long jaunts on the freeway should be effortless since there’s no need to think about gearshifts. Oh, and before you point out the lack of a pillion seat, you should know the pillion seat and pegs cost just $150. Even with that, the 1100T remains one of the most bang-for-buck over-1000cc cruisers with city and highway abilities.

Indian Super Scout

Price: $16,999

The Scout lineup has always had some capable cruisers. But if you want something suited for city rides and highway trips, the Super Scout is a top contender. It brings old-school cruiser charm, complete with saddlebags and large seats for both occupants. A windscreen, swept-back handlebars, and forward-set footpegs sweeten the pot further.

It is fairly modern engine-wise, meanwhile. A fully liquid-cooled 1,250cc engine is present, producing 105 horsepower and 82 pound-feet. That should provide better city comfort with low heat at slow city speeds than an old-school air-cooled engine.

If you want similar capabilities as the Super Scout, albeit in a sporty package, then Indian has the new Sport Scout RT for the same price. You get a more contemporary design, complete with alloy wheels, a bucket fairing, and sleeker hard saddlebags than the Super Scout. Chrome has been reduced in favor of a blacked-out look, too.

A big miss, though, is the lack of passenger accommodation. That means you can’t take your significant other on your weekend trip or city commute. You’ll have to spend over $500 to get a different seat and pillion pegs from the official accessories.

BMW R 18 Classic

Price: $18,395

We now have a few heavyweight, large-capacity cruisers built exactly for cruising around the city and occasional highway jaunts. The BMW R 18 Classic starts things off, bringing a properly retro design. This is topped with a windscreen, leather saddlebags, and a sizable saddle for both occupants. When not needed, you can chuck the saddlebags and windscreen away, leaving you with a city-friendly machine.

What’s unique here is the powerhouse. Instead of the usual V-twins, the R 18 has a horizontally laid-out boxer engine. The displacement lies at 1,802cc, enabling an output of 91 horsepower and 120 pound-feet. That, along with all the steel parts, makes the R 18 Classic really heavy at 814 pounds (wet).

Harley-Davidson Heritage Classic

Price: $19,999

The Heritage Classic serves as an uber-retro cruiser in the Softail lineup. But if you look past the design, you’ll realize there is impeccable capability, too. You get lockable saddlebags as standard and a large windshield to make highway trips breezy. At the same time, these are removable in case you want a stripped-down package for city duties.

The engine brings similar abilities. This is an updated Milwaukee-Eight 117 engine, with close to 100 horsepower. Just remember that the base price doesn’t get you passenger accommodations.

The Super Chief is Indian’s answer to the Heritage Classic. You get a similar package, comprising two thick saddles, a large windscreen, leather saddlebags, and oodles of chrome all over. Even the engine capacity is similar (116 cubic inches on the Super Chief), with the exact same torque output.

Things are neck and neck elsewhere, too. The Chief has a TFT instrument cluster with smartphone connectivity and turn-by-turn navigation, but the Classic has better rider aids, thanks to the six-axis IMU. Finally, both cost the exact same in a two-up configuration, but Indian has spoke wheels as standard. These cost $850 more on the Harley.

The Low Rider ST can technically qualify as a proper touring bike. But Harley lists it in its cruiser lineup, and it has the cruiser chassis, which is why we have to count it as a cruiser, too. Like the Heritage Classic above, the capabilities are quite good here. The fairings and hard saddlebags should make highway rides effortless, and then you can remove them to make this essentially a Low Rider S.

You do all that with way more performance, though. The Milwaukee-Eigh 117 engine is in its High Output state here, so you get over 110 horsepower and close to 130 pound-feet. This is topped with a sporty suspension and brake setup, comprising USD forks and dual disc brakes.
